Police report filed and federal bullshit handled. Also turns out there is an identitytheft.gov site that helped with all of this.

It was easy before that. 20 years ago my mother had her identity stolen and some asshole used it to pull $5k out of her bank account. She called the bank, they fixed it (thankfully), and (Quoting the bank) "We've put so many red flags all over your account it's now impossible for them to do it again."
Well, about that. It took one phone call (of the guy's girlfriend pretending to be my mom) to get back into her account. We're not with that bank anymore.
Thankfully, the guy was caught and it turned out he bought a spiral note book that contained 1) All my mom's personal info; and 2) A step-by-step guide on how to use it to make money. So that was mildly terrifying.
The only reason they caught the guy was that he eventually went physically into the bank to pretend to be my mom and was caught on camera.
We also later found out that the reason her information was stolen was because like a year prior someone stole a laptop that had all her information on it (and a lot of others besides) and the company never told anyone.

The controls started sane but as I kept adding stuff, I didn't change existing controls and just added the new stuff to different unused buttons. Since it was gradual, it never felt awkward to me.
It's easy to happen if you don't have a good QA team or bring in fresh blood regularly to sanity check the game

say you're building a building, you've paid the contractors, but the projected running/upkeep costs increase, so you scale back the scope of what you were having the contractors do
you've still "paid" for the whole thing, until you hit the invoice stage where the contractors will credit unused materials and labour paid in advance to settle the books and close off the job
there's not much to infer from it's paid for vs it's being scaled back because these things happen all the time in large projects
