If The Crew got released as an offline game, the publisher/developer would have to pay an extraordinary amount to make that license perpetual, and by the time the game was dropped it only had like, ~200 players active.

The publisher/developer ain't about to shell out several million to do that for no return.

There's a plane simulator game that doesn't render any trees on the ground, unless you set your computer's clock to sometime in the mid 2010's
Because the rendering engine for the trees was licensed, the studio closed, and the license never got renewed
But it was also a really shoddy check that only looked to see if your computer thought it was prior to the license expiration
Change your clock, and bam, trees

The core problem with SKG has always been it will effectively have to upsend Intellectual Property, Copyright, and affect how Services are defined under law to get what they want. That is extremely unlikely to happen. At best, they're going to get some expansions on already existing consuming protections.
