Toby doesn't really work fulltime on the game afaik, he works on it on and off, I know hes contracted by cover corp to handle some vtubing business on the music side. He composed some songs for popular vtubers here and there. hes just busy.

People who make passion projects into video games aren't really fully involved with game development. I know some solo devs that just do it for fun like spending 15-20 hours a week to make a game over even decades. especially modders do that.

Yeah I told people here to do on-foot activism and worked on bringing the game on GOG. they can't do it because the license is in limbo and they wanted to have all the original file and there is a huge issue with the compability which was fixed though. MC2 does work on modern machines now and I know that theres other talks, probably in regards to making the agreements concise becuase GOG doesn't want another blizzard debacle.

What happened with that, all I know is warcraft 1 & 2 got pulled one day

Its sort of a secret, apparently the EULA that was given by Blizzard that allowed GOG to store the game was not considered valid by Blizzard and there was a legal fight that happened in the background.

Similar thing happened with Diablo 1. The rightsholder of the Diablo Add-on is owned by Sierra while Diablo 1 is owned by Blizzard, there was an old loophole regarding a agreement regarding a gamepack that when the add-on was shipped, Blizzard allowed for them to package the game as well. That one agreement was used to argue regarding ship the version gog uses (its edited so it works out of the box). They basically do the same thing. I don't know the company that actually holds the rights to Hellfire, but I think its still Sierra.

In other terms, its not really Blizzard that is against putting the game on GOG but lawyers protecting their IP through any means necessary. But if you bring forth the argument that they done it in the past, the lawyers agree on that because that old tradeagreement didn't run out. The Legal team of GOG/CDP and blizzard came to an agreement and the dispute got settled. Its fairly solid.

Legalities can be rough. Its never as simple as to ask "whats stopping you for putting the game on the store" theres more to the story.
