Here’s an idea, bring back pagers, but for schools, if your parents want to call you or something, your school mandated pager pings and you go to the front desk to receive the call

That's a bit of an overestimation really. The Flicker Fusion Rate (the frequency from where we are able to perceive an array of images as continous motion) is about 25Hz for human (depending on color actually, ranging from 15-60Hz)
For dogs that rate is about triple to 4x. (~80Hz)
So while yes, they'd see a flicker at 30Hz, it's far from still images. It's the same as when you watch something on a flickery TV. You can still see the movement, it just flickers now.

If we normalize it, 30Hz for dogs looks like 10Hz for you.
