Personally against most things AI, but I think the discussion if it "creates" or not is a stupid one to have.
Ethics aside (and it is unethical as frick) if your favorite artist never drew any picture of x character and you generate a picture of x character in the artists style then that can absolutely be called creation.
You had a discernable, well definable hole in existance of "This thing doesn't exist curently" and after the generation now it does. Classifying that as creation is absolutely viable.

I'm no hardliner when it comes to things AI. Complex machine learning has good traits and bad traits. It requires gigantic amounts of data to understand concepts which is obviously ethical problem in many ways, but these concepts can be morphed too, giving the illusion that its "creative". I can give it a shot. Water gets boring sometimes so I add a flavor packet to my bottle just to give me something to taste. I have a LTT 40oz bottle that I drink 3 times.
