I think a better way to go about this problem is instead of looking at it like as a whole sale solution it should be something handled piecemeal and very slowly. As far as I see you have a ton of issued surrounding developer protections, costs on all sides, the issue of lacking foresight to allow for backwards compatibility in a reasonable way.

There are also factors at play here that serve to slow down something like this, in the sense that the industry has existing issues that need cleaning up before we can even address this one.

The gaming industry has been living in a dump for the past 40 years and has gotten so lazy and stuck in a rut of AAA slop and predatory practices that it can't practice healthy habits because there's so much clutter everywhere.

I would not go as far to say that we should hit reset and go again but I do think the industry needs some serious reflection on what it itself can do to handle its own business before the decision to do something is taken out of the hands of the people who know what they're doing.
