In Germany there is a verdict of the BGH state you have to analyse it critically and add valuable information to it. That's why any big channel with reacts in germany ask for permission. Smaller ones often get claimed (most of the time it's no take down, just a claim, so the money goes to the owner).

And in germany we have fair use. 15 seconds of any video(or moving pictures) or Audio, or 160 symbols of text or 128kb of pictures/images.
