Yeah I opened the API and it actually fluctuates about 2k every couple milliseconds. so there is some instability.

They are using the Twitch API. There's a whole FAQ on the Twitch support page about how it works. Basically you use the API to get a bunch of different IP addresses to all request the stream so it ups the view count but not the actual views. Like there aren't 60k robots watching stream, there are 60k bots sending a ping to the server every few milliseconds that are just long enough to get the sever to count them as a viewer.
