Not necessarily.

Shujinko is different to other Kameos in that you have to charge him first, and that puts him on the screen therefore making him vulnerable to being attacked.

But, when he is charged, he copies the main character, and can do wacky shit like summon Kenshi’s ancestor spirit to fight for you, time-stop like Geras does, and more.

Also fun fact, if you use Shujinko and your opponent is Shang Tsung, Shujinko copies your opponent’s Kameo instead. I don’t know what happens if Shang’s Kameo is Shujinko though.

It’s more the fact that Shujinko requires setup and strategy compared to brain dead Kameos like Sareena (tHrOw KnIvEs) who do too much damage and have too much pressure on one button.

Comparing Sareena who can just jail your opponent forever with one button press, to Shujinko whose utility depends on who your opponent is and needs to be charged up each time you want to use him, and there is a very clear disparity in power.
