The PDF files that come with the mods when you download them from the Workshop.

a huge chunk of mods do not bundle a PDF file or bundle an outdated or template PDF
the mod would not be able to display PDFs natively - this was something I tried for years to get working on all platforms but never succeeded - meaning the current version of Desk Manuals requires an external service (the repo) to render manuals to images in order to display them
