If user got Muted role but still can talk means there's issue with your channel permissions
Go to Channel Settings -> Permissions

• If that's public channel that can be accessed by anyone:

• Set Send Messages for all roles except Muted
• Set Send Messages for Muted role

• If that's secret channel that requires *special* role to access it:

• Set Send Messages Read Messages for special role
• Set Send Messages Read Messages for Muted role

means that YouTube did not send a notification out to your subscribers, if it did MEE6 was part of a portion that did not receive that notification.
