I lost my old twitch account so I made a new one and linked it to get the drops, on the new account it says its linked to my steam but when I open legion and select link twitch accounts it still says its linked to the old account, clicking refresh doesn't seem to do anything either.

If you let me know your in game name I can go ahead and unlink it. It has to be done manually by us to prevent abuse of collecting drops from multiple accounts
