remove elo loss in dodging but add more time penalty for it. Why would you lose an elo for dodging a person who griefs your game this just doesnt make sense. So I prefer I dont dodge so both of us lose elo instead.

Just add them to the scouting tool? I think the current method of dealing with dodging is generally fine.
