There is already a way, you can mute their pings hold tab and press on the "ping" icon

Oh eventually that happens with enough reports and lower behavior score, but if they can't spam ping as much they'll find another way to be annoying.

If your teammate has brain damage, there is not really a reason to communicate with them 😉
