so when i open the game i have 300 fps theb when i am in a loading screen for map and in the map my fps goes down rapidly

If you have too much things etc resetting your PC is good for his health but if you don’t want to just remove not used programs, optimize your Windows and remove background apps

If you mean the cpu overcharge is that tge cpu is too iverwhelmed but when i try to play the cpu is on 50%-75%

and after that maybe we could try is, you have the graph open, go on a map, wait for some of those very bad spikes to appear, press the "paused" on the left in that menu.
And then leave the map again to try to prevent it from crashing.
