If you don't see a Nadeo.ini file or it seemingly contains garbage, your installation might be corrupt. In that case try completely deleting and reinstalling the game first.
Alternatively, if you don't want to deal with all of this, you can simply uninstall the Steam version of TMNF and use the up-to-date standalone version instead.

Since the Steam version of Trackmania Nations Forever often comes with various issues like the whitescreen problem (see ?whitescreen for reference) it is highly recommended to download the standalone version of the game. Standalone means the game doesn't need Steam or other launchers to start.

don't use the steam version for starters
you can keep your documents/TMforever
and also

you uninstall the steam version
temporarily maybe rename the documents/TMforever folder so nothing happens to it
and then install the standalone

you could also try installing directx again
your card only supports dx10
but this has nothng to do with that
directx libraries need to be there too
and windows10 might not come with all old directx libraries out the box

if you trust yourself to be able to build it yourself, it's cheaper so you can get better components
also a prebuild shouldn't exist with a gtx1060 anymore
