It really depends on your sensitivity and game. Lower sensitivity are more wrist and hand dependent higher sensitivity is more arm and shoulder dependent. If you want to develop particular group of muscle just use specific sensitivity on tasks. You wouldn't even think about your muscle use after you get used to it. If game you are playing favors more precise aiming go with higher sensitivity and it favors faster movement go with lower sensitivity . Take this advice with pinch of salt because it's my first time actually giving advice and I'm not that good of player I think to give advice xd.

i think you're confusing it
low sens (>40 cm/360) depends on arm/shoulder movement
and high sens fosters fingertip/wrist usage
games that favor precise aiming (cs2/valorant, tacfps in general) usually require low sens
and games that consist of fast mouse movement (i.e overwatch, quake, etc.) favor high sens
yeah you got it backwards, but i see the confusion
higher cm/360 = lower sensitivity
lower cm/360 = higher sensitivity
this is because cm/360 measures how many centimeters your mouse needs to move for your screen in game to do a 360 degree turn (meaning that less centimeters would complete the turn faster)
so what you really mean is higher cm (aka lower sens) uses your arm more and is more precise
lower cm (aka higher sens) uses your wrist and is quicker, better for fast targets and high mobility
you want to practice on all muscle groups
its not something you consciously think about while aiming
its like working out at the gym
you aren't actively thinking "I am pushing my tricep in this exact way"
you just lift the heavy thing many times
