The best routine is sleep. This isn't even a troll, there was a study (I forgot the methods) where people were tasked with sleeping poorly and then well. Their reaction time increased 60ms faster.

ur reaction time will vary day by day, it is not a consistent thing to rely on in your aim, sure there is some baseline but the variance is so large that it isn't really a thing you should train. The more you train click-timing the faster you become, so playing static and dynamic is really good because one of the things that contributes to a score is how fast you can confirm the target, which is trainable.
Playing reactive is also good because you are always forced to adjust to the target movement changes
