First off, you're always improving if you play a scenario, don't think you aren't just because you aren't hitting new scores or such.

Second, we can't help too much unless people can get a better understanding of what you could be doing wrong in static, such as:

Overflicking.
Dragging.
Shaky aim
Taking too much time to shoot.

And so on... If you could provide a vod, this'll help others understand what might be your problem with static aim, other than that, i'd suggest you analyse your training during static to point out mistakes, to avoid them.

And last but not least, just dedicate a day to train static, like a static playlist by VT members, or from the resource channel.
