I want this crosshair to be white but don't know how to edit it and keep the transparent background. Can someone please help me?

with photoshop; just use magic wand tool select the area u want to recolor, make new layer, and then use a 1px brush to carefully recolor it without touching the edges (im sure there's a better way, but that's how i did it)
