depending on the speed assuming at a constant speed is it best to solely move the arm for relatively faster targets and only use the wrist for relatively slower targets? becoz i feel like after tracking something halfway with the wrist and using the full range of motion then you switch to the arm, it is pretty hard to move ur arm in a straight line when your wrist is already bent. Also does this depend on sens? like if u have higher sens you can track faster things with ur wrist as for the same range of motion u can track more distance across the screen

You are overthinking it a lot.
Your wrist can track whatever is in wrist range. Your arm will track anything outside if that with your wrist being used as a micro-adjustment tool. How far your wrist can track is indeed related to your sens.
Put your focus fully on the target and your brain will do what is requires of you.

but i mostly see the top smoothness players replays and they never reset their mouse is it just a sens thing
That depends on the task and on the sens. In some scenarios you dont need to reset alot and in some it is inevitable
so should i reset when my hand feels uncomfortable or learn to track while it feels uncomfortable
You try to use the most of your mousepad's space as possible and you reset when you are reaching the edge or having your hand + arm in such an odd position that proper aiming becomes difficult
