i think its more of a personal preference / belief
It doesn't really matter when you do it. Just do it at a time of day it works best for you or where you feel like you are the most awake/focused.

I think it's supposed to be because you don't want to aim train before playing
There is nothing inherently bad about aim training before playing.
The reason why it can be considered "bad" is that is is quite mentally fatiguing. People usually jump immediately into their game and then wonder why they perform less than optimal. If you however take an extended break before hopping into your main game, you will be all fine.
i personally get all my PBs right before bed. i think its because there are no distractions at night and if u played during the day then u’ve already gotten used to holding ur mouse
