I would not use the word "muscle memory" here given it is often wrongly used when it comes to aim.
Changing sensivities isn't necessarily bad, but OPs way of doing is of course not the way to go about it
Lets starts from the start here:

First of all, avoid continuously changing your DPI, given that this can change the feel of the mouse. Stick to 800 or 1600 DPI depending on what works for you in windows and do not change it (or pick 1600 DPI and lower the windows-cursor sensitivity) and just use the in-game sliders.

Which game(s) are you playing? Assuming this is for Valorant: Valorant benefits more from a slower sensitivity compared to a faster sensitivity. Try something like 0.2 @ 1600 / 0.4 @ 800 (40 cm) and stick to it. Don't go faster than 35cm ( 0. 23 @ 1600 / 0.46 @ 800) when changing it up.

Your biggest issue right now is that you are trying to find a "quick fix" for your aim, while in reality your issues are a technique and mental issue rather than a sens issue.
Remember that aim performance isn't linear. You will never perform the exact same on a day-to-day basis. Some days you will play worse than others. This can be due to a magnitude of factors that we simply cannot control, however, one of those factors that we can control is overthinking and performance anxiety. Your issue likely falls into that category more.
Changing your sensitivity around isn't necessarily a bad thing. Sometimes people do it if they feel a little off for that day, but that is a completely different mindset compared to yours. Your mindset is more focused too much on "it needs to fix my aim".
Pick a comfortable sens, just focus on the game and relax. If you get in-focus, your subconscious will do its thing.
If you want to work more on your consistency, start aim training more and experiment with sensitivities to work on mouse control. Use a faster sens during tracking scenarios and a slower one during clicking scenarios for instance.

don't go our 20cm/360 , don't go above 70 or 80 cm/360 (above is a bit more complicated)

regargding dpi -> higher dpi is better
-> dpi is only important as the base for the mutliplier and your desktop/windows usage

- sensitivity is fully personal preference. nobody can tell you what sens you should go.
@astral laurel -> pls stop giving advice with a set sens range per game (i know you mean well but sens is like you know personal preference) its better to just say he shouldn't go below 20cm/360. the rest he needs to see for himself (+ he can allways adjust later).
-> in this case i think it has more to do with his mental (and missing knowlege) then the game/sens itself.

I know its preference but the reason I keep mentioning it is because I have seen some higher-level aimers in here give this kind of advice before, and given that Valorant is mostly static/dynamic clicking based, which is usually also recommended to be trained on a slower sens, it just makes sens to me to suggest the same kind of range. A 40cm would I guess arguably work better in a game like Valorant compared to lets say 20cm. To add, anecdotally, I have seen people mention they perform much better on a slower sens for that game compared to a faster sens, even if it didn't fall within their own preferences.
At least that is from my perspective (not to argue of course).
Feel free to point out any mistakes.
its not that i am disagreeing with what you saying, but i would personaly keep in to the basic (fundermentals) especialy in sens or missing knowlege questions.
pls keep in mind that the person is maybe asking for a game specifc here but that doesn't mean it couldn't be different game he will play in the future. Understanding is better then doing as said.
