mobility is expressed as a % value of a set "base speed", where 100 speed is 100% of base speed aka normal speed, +5% speed is a flat bonus to that, so 80% of base turns into 85% of base

makes the value of speed different based on how much of it you have bc of proportional differences and such

and makes calculating it program side a lot easier

also makes more sense semantically bc percentages are weird

80 +5% as a relative increase chained together with -5% as a relative decrease doesnt add up to the original 80

so its a lot easier to process in terms of a flat percentage buff

i'd guess the other stat percentages are also processed in a similar way

which i think is just misleading in the first place bc percent change implies a relative change
