if you do relative aim coefficient for ADS you will see a 1:1 in screen movement speed, but you'll still end up changing your cm/360 based on zoom level variation - you'd have to independently check zoom levels if you wanted the same cm/360 for each scope

that said, idk why you'd worry about cm/360 being identical when your brain works with relative variation on screen, so movement speed of the environment seems more important to maintain imo
