Eh well cause average defender weapon is worse than average attacker weapon, average defender scope had less magnification, and while peeking outside you are usually restricted in movement (while peeking windows and doors) and highly visible, while attackers are harder to spot and can move freely and abuse cover. So if an attacker clears all angles or knows you are peeking he has too many advantages over you
