I dont see the secondary hard breach as too op given that its deploys and executes slower than a current utility except for maybe ace's gadget. It also takes up a slot for other clearing utility/flank watch. Grenades and flashes would take more priority to clear shields, evil eyes, ads, wamais, while the hard
breach could be interchanged with clamores and breach charges for hatch/soft breach

133ms TTK on 1-2 armor (and since no one uses 3armor on attack the other TTK is irrelevant).

What's most likely is that since the 1.5x sight is being added, the ACOG is getting a magnification increase to 3x, like Glaz's flip sight, to give more ranged options.
