That's because the game cares more about client side than server side, and only has 16hz tickrate.

Games with actually decent server setups usually require the high ping players to compensate for their ping in some way. Ones like Apex just go "Alright, I'll take what happened on your screen as gospel even if the other guy already jump-padded fifty miles away behind cover."
