No, there's only 2 states. Holstered and unholstered. Weaponswapping is unholster - > unholster. The state only applies once the action is complete, so while you're holstered and pulling a weapon out, you can reach the 299 velocity until the weapon is out.

Yeah, for frame timing it will probably depend on the machine. My framerate fluctuates a little bit, but I've given up on the idea of Apex running consistent and smooth at any framerate.
