There's some mechanic in Apex Legends where even slight movements of the mouse basically negate any recoil. This is most easily noticeable on the Flatline/Devotion.
In this clip, I don't move my mouse at all while I'm shooting.

Sounds like undershooting tho I’m not entirely sure from the description. I changed my ADS multiplier to 1.3 and found I was undershooting way less while aiming down sights

I think coordination? Idk exactly. But in Apex you need a 1.3 multiplier to have 1:1 sens ratio between hip fire and 1x optics/iron sights
