you might also be capped with how you have your memory installed in your system
if your mobo has daisychained dual channel 4 slots, you gotta have them in the right spots for full speed

basically there's 2 kinds of channel layouts, daisy chain and t-topology
for most motherboards this means that a stick in the 1st and 3rd slots first
then 2nd and 4th
for t-topology it doesn't matter which one of 1/2 or 3/4 is filled first
but generally splitting your ram into 2 channels is better, due to less data bottlenecking
ye, so you gotta check that your 1st and 3rd slots have a stick in them

PugetBenches otherwise are pretty close with the 5800x, not by enough for me to care (especially since a 5800x is twice my 4790k scores). If I go that route, I'll have an extra 170 bucks to blow, would you suggest I go further on the RAM route in that case? I know 3200 was kind of the sweet spot for Ryzen in the past, but you seem more versed on this subject.

intel processors in general are more optimized for actually getting the most out of ram, and ryzen 7s are architecturally different to ryzen 9s in a way that gives a similar effect
