Dev blog quiet some time ago. You either play none or 8gb, anything in between is just worse overall.
Apex has only 2 texture sets the high res and the low res. None uses the low res exclusively, 8gb uses only the high res anything in between mixes them and has to stream new textures resulting in worse performance than either.
This is mostly just theory, in practice the diffrence is negligible
Rule of thumb (at least if you dont want your game to look like trash) for most games is to just use the highest possible texture setting your vram can handle.
If you are not running a <12gb vram gpu you can probably max out the texture quality in most games without issues
