It's extremely difficult, bordering impossible to do humanly without losing speed/momentum. Which is why I made the comment about speed boosts. If you have issues with momentum you're likely mistiming your attempted lurch, or just going too slow. It's a very impractical strafe, but if you want to learn I'd recommend practicing with Octane Q/Maggie speed boost.

Even then, the first video I linked is more like a half -2/3rds neo strafe. A true neo strafe is humanely impossible(which is why you tend to lose momentum as well). Hitting 12+ lurches in .4 seconds is not consistently possible
