Yeah, in the open the Eva is an absolute menace. It's by no means insane or often worth picking over other shotties, but it's still really serviceable.
Eva just sucks because once you hit that certain range (especially against certain hitboxes) it becomes the worst gun in the roster.
PK's choke and Mastiff's tight ADS makes them manageable out to better ranges than Eva could dream of.

0.6 is the rotational part, not the slowdown. Like I said, they barely touched it and everyone freaked out that they needed to use any modicum of effort instead of let their game play itself.

Yeah, the numerical value is strictly rotational. I think that's why even lowering it to 0.2 wouldn't do all that much for keeping it competitive because it ultimately would still have server side 0ms reactivity.
That's why some people suggest adding a 200ms delay to the pull to keep it at least within human constraints. Whether or not that would be enough is difficult to say.
