Power shots are very under rated

You can, if they are both braindead than use a 2s rotation a little around the one that plays better. Or if you are doing 3rd man then wait for break away goals when the other team fully cheats up

getting the ball to the goal is consciderably harder without air roll than with so its better to learn air roll first

and setups are the most important thing to work on while learning

better setups = more consistent attempts = learning faster

that is a really good deal, however you will get a major bottleneck with a rtx 3080 and a ryzen 7 3700x

if you can buy the pc and upgrade to a better cpu that would be amazing

the rtx 3080 is a REALLY good card, but the ryzen 7 3700x is a pretty bad CPU so it will limit the performance of your GPU by quite a lot

i think you will have trouble finding a 144hz 4k monitor for 150 pounds

you can probably find a 1080p or 1440p monitor for that price and then you wont need to buy a new cpu

i have my fps capped at 360 but it would likely go way higher if i uncapped it, and as for resolution it just stays as the same as your monitors resolution

if you want 1080p there are a lot of cheap monitors that are 1080p 24inch
for 1440p there are slightly mor expensive monitor that are 1440p 27inch

you can probably get a 24inch 1080p for 100-150 pounds
