I don't know enough about him to begin to know how to nerf him other than deleting him because it's just an oppressive character in general

I think too most abilities that have -cooldown as the first point should have higher CDs or move that node somewhere else or straight up remove it

slow back to 60% instead of 80
remove ability to last hit with beam
which was again, a change literally from last patch
100% on creeps would make his laning even more oppressive though

since lane creeps are spread apart during lane phase
and have little hp
he won't get much out of it
his late game is fine
I don't think there's a way to nerf him without him falling to irrelevancy
leech was already nerfed
if you reduce stun duration from his charge
people can parry him then

there's no counter to the slow
only to the movement speed slow part
but it is animation slow, fire rate slow, skill animation slow, dash slow, even reload slow
the only play is either be so ahead to kill him anyway
or just hide and hope you don't die or get teammates help
