you usually have some character that gives you a ton of stacks

like pramanx (non-alter) gives you kjerag stacks every time an enemy is frozen

other ops give you stacks when the op in front of them gains stacks etc

you need to obtain your core stacking ops for your faction (passenger for sargon, egg1/egg2/fiammetta for laterano, heidi/vina for victoria, wanqing/lin for yan, pram/silverash fo kjerag, or "3+ aegir"/spec2 for aegir) and fulfill their conditions, at most basic

for ops like passenger (gains stacks on skill use) or egg1/egg2/fia (gains stacks on (unit in front) spending 7/10 ammo), stainless s3 is a cheatcode for more stacks

there's supplemental stackers for a bunch of the factions too, like papyrus's first skill use gives stacks, and every skill use for philae gives stacks, but things like passenger s1 are core stacking abilities that will actually get your alliances built up

then there's other ops that help you build more, like civilight eterna generates +1/+2 stacks for whoever she's pointed at when they generate stacks, and saria copies someone else's "end of rest phase" ability when pointed at them

their payoffs are shit and their positioning requirements are a massive pain in the ass

aegir alliance bans also just completely nuke their core, where if you get a victoria alliance ban without any addon bans, you literally just lose goldenglow, who barely even matters to the faction

the power levels are like
victoria/yan hybrid
victoria
laterano and sargon
yan and kjerag
aegir
in that order, roughly, with 'average' luck. kjerag and victoria benefit immensely from getting key units sooner, laterano can add at least 300 stacks in a single round and laterano stacks don't actually entirely matter past a point (same with sargon), yan with investor and/or foresight can add a ton of stacks between rounds, and aegir is

victoria/yan pops off so much because of the two blazes, pretty much, get a couple hundred victoria stacks through vina/heidi, get foresight to discount your op purchases, get lin and silence2 to stack a bunch of yan and agile and blaze2 just nukes shit

it's not that big a deal as long as you build snakes, but positioning upipi and skaditty at the back of the snake but still in range of the bosses with a useful orientation is a huge pain in the ass

they don't have any relevant damage secondaries in faction either, and you need three different tier 5s of their faction just to function correctly
