my account has been hacked and i dont know how to fix it. microsoft official support isnt helping

Before that I managed to change my account credit card details and my Minecraft account to the other email

So I think in a way I won

because he changed the password and it showed his ip

I'd push for a suspension - meaning you have to chat with live support on microsoft.com
