the issue is edge loading up in background

that's different, that's based on other settings
if you have the weather showing on your taskbar, it also opens edge in the background when you first boot up
if widgets are enabled also

im aware of this feature, and i've disabled it long back
so i found the issue

Unforutnately that's not true. The widgets use edgewebview to poll the current conditions and everything else in the widgets
looks perfectly normal to me
looks like you opened up the widgets yourself before they ever had a chance to load the data in the background, that means the weather you saw was just outdated cached number
You'd have to loook at the widet update task in task scheduler to see how often it polls
