You must update your graphics card driver in order to continue.

The Intel Driver & Support Assistant Tool seems to be quite good at this (imo)

Just run the tool and apply the updates it tells you to (it might do more than the graphics driver update if other Intel drivers are out of date)

If you open task manager > more details > performance > cpu what does it say
and what does it say when you change to the gpu as well

Drivers on HP's site are pointing to Version 9 (older than what you have, which is expected for Windows 8 drivers)

I'm hoping its only iffy with me and not you (I've been trying to install graphics driver on an older laptop and it doesnt like it)

Try the non-generic graphics driver.

What's your PC model or motherboard model? Nvm, the HP 3500 (MT?) has very old ones.

Yeah, the Intel ones are more recent... but unfortunately your 3470 isn't being updated anymore.

It's a very old PSU, and if you have random restarts... That's the cause.

Just an fyi, but I digress. I don't think we can get a more recent Intel GPU driver other than the one from 2020. :(
