are you running your terminal/cmd/powershell with elevated permissions?

given its windows 11, it'll be an EFI bootloader meaning bootrec /fixboot simply isn't supported
i'd suggest sharing your underlying issue and perhaps someone can give some insight on a method that actually works for your situation
