hello, so my brother wants to use my laptop, however, I don't want him to access my stuff. is it possible to create a separate profile where if he logged in he wouldn't have access to my files, apps, etc?

You can share them several ways. One way is to put them into the c:\users\public folder, which everyone on the computer can reach
That's the folder for users that share a computer to use for sharing files with each other
