My friend haves a notebook with Intel Celeron N4020. He installed Windows 10, but for some reason after i did a remote access to see what issue he has.. the clock speed was just 796Mhz. And changing the power plans, also with throttle stop, it didnt help at all. The clock can get to 796Mhz and below, but it dont haves temperature issues to be so, as it can go up to 2,8GHz

The throttle stop says that it haves BD PROCHOT limitation, but its literally less than 70°C
He has before another Windows 10, and it worked just fine, with normal clock speeds
possible reasons:
1.Windows and windows power plan is messed up....
2.CPU thermal sensor is defective.... in which case there is nothing you can do...
