Weird Issues with Ctrl and Electron Apps?

I have a series of weird issues that just happened, and they may be related:

1. When I hold Ctrl in VS Code, it keeps zooming out
2. In Notion Calendar, the view keeps moving to the left, and it only stops when I press Ctrl
3. The PowerToys app keeps scrolling upwards

What I tried (these failed):

• Disconnecting the mouse
• Restarting the PC

It feels like this is some kind of input issue, but holding down Ctrl when I am in Google Chrome doesn't make it zoom out—and if there is an issue where the mouse wheel is constantly scrolling up, Google Chrome should have zoomed out just like VS Code. So I think this is something else, but I'm stumped at the moment

I don’t have a controller though—I only have a mouse and keyboard (and the keyboard doesn’t have mouse scroll up)

And as I wrote: if the scroll wheel was being inputted, Google Chrome should have zoomed out too, but it didn’t
