I can't shrink the volume in Local Disk. It says, 'You cannot shrink a volume beyond the point where any unmovable files are located. See the defrag.' However, it's not the system disk; it only contains my files and has free space of around 209 GB. It only allows me to shrink by 12 GB.

Defragment the disk, it will move important files and let you shrink the volume

Also turning off hibernate can sometimes make a difference

But also sometimes you can't really do it easily without some other software

But other tools do have ways to do it without loss , it's just never a fill guarantee
