This is not a problem you can fix, this is the way that it is designed to function

Reinstalling Windows will not change the behavior, it's working exactly as it is supposed to work

Screen sharing on discord shows a outline, that is how it works

Why would this not be happening on other window devices and this was not happening before updating drivers for gpu
