It's typically possible by creating a live linux USB and from there you should be able to access the drive your operating system is on and attempt to recover your personal files, either moving them to an additional external drive or uploading them to cloud storage

Copying data onto a USB isn't a backup, that would just be a redundant copy
a backup should survive a worst case scenario, while we never want it to happen, lets assume a house hire, your computer might not survive it and it's unlikely a USB will either
