the installation media does have a repair function that may be worth a try but worst case scenario, reinstall

a clean install will wipe the drive that the operating system is installed on

It is used to rollback updates
if an update causes issues then that is used to move back to a previous version

Is there any way to save all this data before reinstalling?
It's typically possible by creating a live linux USB and from there you should be able to access the drive your operating system is on and attempt to recover your personal files, either moving them to an additional external drive or uploading them to cloud storage

Is there any way to backup data but USB?
Copying data onto a USB isn't a backup, that would just be a redundant copy
a backup should survive a worst case scenario, while we never want it to happen, lets assume a house hire, your computer might not survive it and it's unlikely a USB will either
