so i assume you want to install windows 11 despite not meeting the requirements?

Well, depending on your PC specs, you'll either need to modify the ISO before attempting to install windows 11 or change some settings to be able to install windows 11
I need help using rufus because the regular media tool doesn’t work
right, that doesn't make any progress on my previous statement but continuing down that trail, What issue do you run into when using the media creation tool?

what are the specs of your PC?

So CPU isn't an issue
i assume you have more than 4GBs of ram so that isn't an issue
unlikely you don't have more than 64GBs of storage so that isn't an issue
would be a surprise if your motherboard didn't have a UEFI
TPM could be missing but your CPU supports firmware TPM so another non-issue
and thats about it for the minimum requirements therefore it is probably down to user error when configuring your settings
go into your UEFI and ensure your settings are correct, PTT is enabled if you don't have a dedicated TPM etc
Why bypass the requirements when your PC meets them?
Hi this is his friend talking now. I had the same issue on my pc and I used this server for help. They gave me a simple way to not deal with any of these errors, I’m pretty sure it was rufus?

Your PC meets the minimum requirements, it is just misconfigured
you literally need to go into the bios and enable one or two settings

After selecting the ISO - the default settings are likely fine, assuming your BIOS is configured correctly and then before it starts flashing the ISO to the USB you should see a prompt allowing your to bypass the requirements and enable / change a few settings
take in mind bypassing the requirements may cause issues in the future or currently depending on what software you use / games you play
Disable CSM, enable PTT if you don't have a dedicated TPM
No harm in enabling PTT if you have a dedicated TPM

Your pc might now meet the minimum requirements, if it doesn't - id suggest using a tool like WhyNotWin11 to check if anything else is misconfigured
