I usually click on links sent from GovDelivery, a service mainly used by US government officials to publish service alerts. And I click on the GovDelivery link it automatically redirects me to another website after a dozens of seconds passed
I suggest you to leave the website or use an incognito window for browsing

Any websites can redirect you to another website whenever they want to do so. But the only exception is, that websites can not make automatic redirects too many times, or the browser will block it.
