fans are pretty much spinning all the time to cool down your computer
and your hard drive spins to read and write data
which happens a lot
if your hard drive is beeping, however, that might be an issue

When booting from sleep, your fans need to start up and so dose your harddrive. As there are diffrentlevels of sleep (ranging from faked sleep, just turning off screen, to shuting down your computer and using hardware / software on it to reboot without loosing data), some pcs only support some modes, but this should be normal depending on how your pc can sleep.

Where tf did u pull "sleep" from? Out ur ass? The title clearly says "is turned on"
It's normal they will always spin....but if your pc is advanced level, the fan will stop/become silent if your pc temp is cool.
